Jeff was Michael Willis and Associates’ first employee. Moving from the Bay Area to Oregon in 2000, Jeff opened MWA’s Portland Office, expanding the firm north. Jeff was President of MWA and a Principal of the Portland office. He led the PDX Infrastructure Studio and emphasized lasting client relationships.

For over 20 years, Jeff directed MWA’s water and wastewater treatment facility projects in California, Oregon, and Washington. Jeff had an affinity for water laboratory design projects. He planned and designed over 25 laboratory projects, focusing on water quality labs ranging from 600 SF to over 10,000 SF.

His notable experience includes the Oak Harbor Clean Water Facility and Bull Run. Oak Harbor, a 10-year project, stands out as a remarkable effort that involved an entire community and overcame many challenges. This award-winning project benefits the public in a sensitive environmental area of the Puget Sound. Although Bull Run is still under construction, MWA was originally selected in 2011 and again in 2022.

Jeff retired from MWA in 2025.
